As of November 1, 2024, Ontario’s Ministry of Transportation (MTO) has officially modernized the CVOR application process — bringing it into the digital age and reducing the administrative headaches that used to come with it.

Until now, companies had to complete the CVOR application by mail or fax, and an applicant representative (or corporate officer) was required to attend an in-person knowledge test covering Ontario’s commercial motor vehicle safety rules.

✅ Online Portal: Applications can now be submitted directly through the MTO’s digital portal — though mail and fax are still accepted.

First-time CVOR applicants based in Ontario
Carriers whose CVOR certificate has been expired for more than 3 years
